The two biggest healthcare mergers of the year so far (CVS and Aetna, Express Scripts and Cigna) would be a disaster for consumers. CVS and Express Scripts have already exhibited predatory behavior without the added power of being part of health insurers. Making them more powerful is hardly an incentive for them to change.
