  • Responsibilities

    The FAA's System Engineering and Technical Innovative Solutions (SETIS) portfolio willprovide a broad range of Research, Service Analysis, Strategic Planning, Systems Engineering (SE), technical, financial, and programmatic support services that will enable the FAA to accomplish its National Airspace System (NAS), Mission Support and other aviation-related objectives.

    This exciting and diverse work includes technical, financial, and programmatic support services, and other aviation-related support services that fall within the FAA's Acquisition Management System (AMS) Lifecycle Management Policy activities, including but not limited to:

    • Systems engineering and integration,

    • Investment and business case analysis,

    • System acquisition program planning and management,

    • System development and implementation planning and management,

    • System Life Extension Program/Technical Refresh planning,

    • Program and contract management,

    • Forecasting and business/financial/information management

    In addition, the candidatewill be involved in Aviation, Innovation, and New Entrants related activities that fall outside the AMS Lifecycle Management Policy. This includes, but is not limited to research, analysis, and assessment supporting the development of systems, standards, policies, published rules, and procedures.

    Responsibilities:

    • Develops acquisition and source selection plans.

    • Using comprehensive knowledge of the AMS policies and processes, the candidate will evaluate the preparation and implementation of an Acquisition Strategy with an on-going risk/opportunity management process.

    • Lead the program through the AMS processes, lifecycle, and milestones.

    • Organizes program and activitiesin accordance with the mission and goals of the organization.

    • Establish andmonitor program progress and performance, to include developing an action plan and evaluation methods to assess and communicate program status

    • Offer technical leadership, advice, and guidance on acquisition policy, processes,practices and procedures to other staff members.

    • Coordinate tasks and artifacts with various Subject Matter Experts (SMEs) both internal and external to the FAA.

    • Proactively track and alert Government stakeholders to potential contractual, financial, performance, or programmatic issues

    Required Qualifications

    Us. citizen or green card permanent resident is required.

    Knowledge of FAA's Acquisition Management System (AMS) processes

    Experience with developing Acquisition plans and source selection plans

    Experience with developing statements of work, task statements, contract modifications and contract correspondence.

    Experience in Program performance analysis, strategic program planning and contract procurement planning andexecution .

    Educational and Experience Requirements:

    Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation .

    Level 6

    0-2 years of relevant experience and Bachelors Degree in any field.

    5 years of relevant experience may be substituted for the Bachelors Degree.

    Master's Degree or MBA in related field may be substituted for Bachelor's degree and 3 years experience.

    PhD in related field may be substituted for Bachelor's degree and 7 years experience

    Compensation: $50,900 - $89,100

    Level 5

    2-6 years of relevant experience and Bachelors Degree in any field.

    5 years of relevant experience may be substituted for the Bachelors Degree.

    Master's Degree or MBA in related field may be substituted for Bachelor's degree and 3 years experience.

    PhD in related field may be substituted for Bachelor's degree and 7 years experience

    Compensation: $50,900 - $130,400

    Level 4

    6-10 years of relevant experience and Bachelors Degree in any field.

    5 years of relevant experience may be substituted for the Bachelors Degree.

    Master's Degree or MBA in related field may be substituted for Bachelor's degree and 3 years experience.

    PhD in related field may be substituted for Bachelor's degree and 7 years experience

    Compensation: $74,500 - $173,400

    Level 3

    10-15 years of relevant experience and Bachelors Degree in any field.

    5 years of relevant experience may be substituted for the Bachelors Degree.

    Master's Degree or MBA in related field may be substituted for Bachelor's degree and 3 years experience.

    PhD in related field may be substituted for Bachelor's degree and 7 years experience

    Compensation: $99,100 - $190,900

    Level 2

    15-20 years of relevant experience and Bachelors Degree in any field.

    5 years of relevant experience may be substituted for the Bachelors Degree.

    Master's Degree or MBA in related field may be substituted for Bachelor's degree and 3 years experience.

    PhD in related field may be substituted for Bachelor's degree and 7 years experience

    Compensation: $109,100 - $190,900

    Level 1

    20+ years of relevant experience and Bachelors Degree in any field.

    5 years of relevant experience may be substituted for the Bachelors Degree.

    Master's Degree or MBA in related field may be substituted for Bachelor's degree and 3 years experience.

    PhD in related field may be substituted for Bachelor's degree and 7 years experience

    Compensation: $109,100 - $190,900

    Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
