    Serve as Grants Management Specialist to assist ACF OHSEPR in conducting Grants Management activities. The Office of Human Services Emergency Preparedness and Response (OHSEPR) is the Emergency Management Lead for the ACF within the DHHS. OHSEPR ensures the effectiveness of human services in preparedness, response, and recovery from disasters and public health emergencies OHSEPR leads ACF's support for disaster human services missions conducted under the National Response Framework's Emergency Support Function 6. OHSEPR administers the U.S. Repatriation Program and leads domestic non-emergency and emergency repatriation planning and operations to support the return of U.S. citizens and their dependents following an evacuation from overseas nations due to war, threat of war, invasion, civil unrest, or similar crises.

    Essential Functions, Responsibilities & Duties may include, but are not limited to:

    • Support the development of cooperative agreements for all ACF OHSEPR initiatives.

    • Support in managing all pre-award, award, post-award activities / requirements including budgetary and financial analysis of funding applications.

    • Review and analyze grantee financial reports, information, and performance indicators.

    • Assist in the implementation of national policies, standards, procedures, and guidelines regarding the grants administration of all applicable programs.

    • Assist OHSEPR Federal PM with conducting Enhanced Financial Reviews.

    • Provide on-going technical guidance to ACF and OHSEPR regarding the interpretation and application of grants administration program policies and procedures.

    • Provide proactive services and technical assistance to ACF OHSEPR grantees to prevent or mitigate problems related to the administration and implementation of applicable programs.

    • Perform competitive or non-competitive evaluations of grants proposals and/or the administration or termination, and/or closeout of grants, and/or grants assistance and agreement awards.

    Education:

    • A bachelor's degree from an accredited university or college and a minimum of four (4) years of professional experience.

    Work Experience, Knowledge, Skills & Abilities:

    • Proficient in Analyzing and preparing financial reports utilizing MS Word and Excel.

    • Analyzing budget, expenses, and preparing financial reports.

    • Experience monitoring grantee expenditures and tracking fiscal data from federal financial reports and

    • invoices.

    • Responsible for initiating administrative closeout of the grants at the end of the period of performance and/or amending them during the period of performance when required.

    • Experience reconciling grant invoicing and payments to determine accuracy of transactions for each grant.

    • Reviewing grant files and collecting any missing/required documentation or deliverables.

    Office Location and Travel:

    This position shall be required to support the OHSEPR program on site at minimum 2 day a week. Current OHSEPR on-site status for all federal and non-federal employees is either Tuesday and Wednesday or Wednesday and Thursday.

    This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

    The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
