  • What You Will Do

    ESH Professional 4 ($131,900 - $221,900)

    Provide leadership of deployed HR-ITS training specialists and work with other team members of the Hazardous Energy & Operations Group to implement and continuously improve the training associated with both the LANL Electrical Safety and Lockout/Tagout for Hazardous Energy Control (LO/TO) Programs. The ESH Professional will lead in the development, implementation, and maintenance of these training programs to ensure the overall safety and health of employees who could be exposed to hazardous energy. Leadership roles include:

    • Oversight of the content, delivery, methodologies, learning theory, and techniques to ensure competency of program expectations.

    • Designing, enhancing and maintaining curriculum, training material, instructional guides, qualification standards, and innovative training strategies for adult learners.

    • Assessing training methodologies, effectiveness of training, training priorities, and worker competency to ensure technical coordination and integration of training with program needs.

    • Conducting employee training for Demonstration of Proficiency evaluators, train the trainers, and other courses within the electrical safety and LO/TO portfolios as necessary.

    • Ensuring that instructors have the tools, instructional materials, rosters, course evaluations, classroom resources and venues to support learning objectives.

    • Developing formalized training metrics and evaluating incident/investigation data trends to anticipate and identify potential issues to aide in the development of early intervention strategies for the purpose of preventing event/injuries and implement methods to improve program performance.

    • Baselining LANL training programs with other DOE laboratory programs to incorporate best practices and support continuous program improvement.

    What You Need

    Minimum Job Requirements:

    • Expert level knowledge of and experience with a broad range of technical training and qualification methodologies.

    • Expert level knowledge of federal, state, and local laws, regulations, policies, and procedures associated with training and qualifications.

    • Expert level knowledge of and experience with course, curriculum and qualification program development.

    • Expert level experience with problem-solving activities, including conducting research, investigating alternative solutions, and documenting and recommending solutions.

    • Expert level ability to conceptualize and communicate training elements of ESHQ to both technical and non-technical personnel.

    • Excellent written, verbal and interpersonal communication skills.

    Education/Experience: Position requires a Bachelor's Degree and 12 years of experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.

    DOE 426.2 requires a BA Degree and 1 year of job-related experience. Instructional Analysts/Developers should have a baccalaureate degree in Training or Education. The Instructional Analyst/Developers must have courses in education or training that focus on instructional analysis, design, development, delivery, and testing, as well as evaluation of training programs, if not included in the baccalaureate course material.

    Desired Qualifications:

    • Expert, demonstrable experience using data to influence fact-based decision-making processes.

    • Expert level knowledge of the Laboratory's Training Staff Qualification Program (TSQP) practices, and procedures.

    • Expert level knowledge of the Laboratory's electrical safety and/or LO/TO policies, practices, and procedures.

    • Expert, demonstrable experience adhering to DOE Order 426.2, Personnel Selection, Qualification, and Training Requirements for DOE Nuclear Facilities.

    • Expert, demonstrable experience in training development for workers exposed to hazardous energy.

    Work Environment:

    Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

    Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

    Additional Details

    Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

    Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

    *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

    426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

    New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

    Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

    Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader.     Incentive Compensation Program: This position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
