    Job Description

    Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.

    The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.

    The Mitigation and Conservation Planning Manager works under the general direction of the California High Speed Rail Authority (Authority) director of environmental services (Environmental Services Branch) in coordination with the functional groups under the Environmental Services branch of the CHSR Program.

    • Evaluating environmental commitments to assess unmet compensatory mitigation needs pertaining to biological, aquatic, and air quality resources.

    • Identifying and evaluating opportunities to advance on-site and off-site conservation easements, mitigation banks, in-lieu fee programs, credits, or other tools to meet the compensatory mitigation needs of the Authority. This evaluation could include assessment of established mitigation banking opportunities and would require a detailed evaluation of prospectuses and technical documents.

    • Preparing and securing approval for off-site mitigation projects including site evaluation, supporting property acquisition, coordination with design consultants, coordination with Authority Environmental Services staff to evaluate and obtain environmental clearances, and coordination with federal, state, and local regulatory agencies to obtain permits and approvals.

    • Managing documentation related to the mitigation compliance.

    • Coordinating with numerous staff at various branches across the Authority to ensure consistency with the Authority's other activities, plans, goals, and policies.

    • Reviewing environmental documents for compliance with planned activities.

    • Identifying gaps in CEQA/NEPA and permit coverage and recommend rectifying actions as appropriate.

    • Scheduling regular meetings with Authority staff, as needed, to ensure robust communication and support for program objectives.
