  • What You Will Do

    SAFE Division is seeking a motivated security manager to join our leadership team. The Operational Assurance Group Leader will report to the Safeguards Division Leader and is responsible for the technical leadership, strategic direction, oversight, and management of the Group. The Group Leader is also responsible for leading an organization with a diverse but integrated mission set through periods of significant change while developing and implementing a cost-effective and compliant security program. This is a critical leadership role that will engage routinely with high level LANL and NNSA leadership as well as across Laboratory organizations. The Operational Assurance Group is a group of approximately 12 staff members.

    The Operational Assurance Group Leader will work with the Division Leader as well as various LANL organizations to validate the operational readiness of the Defense Protection Program (DPP) and ensure that all DPP components and LANL line organizations fully meet the requirements for readiness and performance as set out by DOE. The group has responsibility for assessments (DPP, LANL organizations, and contractors), corrective actions, lessons learned, continuous improvement, Operations Security (OPSEC), Foreign Ownership Control or Influence (FOCI) and performance data analysis and trending. The successful candidate must be results and performance-oriented with a track record of effective leadership, communication, and interpersonal skills. More importantly, the successful candidate must be able to demonstrate and promote self-responsibility for safety, security, quality, and environmental standards in all operations.

    What You Need

    Minimum Job Requirements:

    • Demonstrated client/customer focus, team building skills, business acumen and orientation, and a focus on results.

    • Successful experience in leading an organization in executing a complex security, quality, or related program through strategic planning, the development and scheduling of performance objectives, and meeting related milestones.

    • Proven track record of attracting, evaluating, mentoring, and developing creative, talented people into a technical organization.

    • Extensive experience and demonstrated skill in conducting research, investigating alternative solutions and recommended solutions on problems affecting security and safeguards programs and administration.

    • Experience with quality assurance, contract management, or DOE safeguards and security.

    • Experience in budget preparation, execution, and oversight.

    Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, equivalent combination of education and experience directly related to the occupation.

    Desired Qualifications:

    • Demonstrated knowledge and experience working at a nuclear facility.

    • Active HRP/DOE Q clearance.

    • Demonstrated knowledge of DOE security policies and requirements with experience in DOE security audits and inspections.

    • Knowledge of the following programs/disciplines: FOCI, OPSEC, Six Sigma, continuous improvement, quality assurance, statistics and data management.

    Work Environment:

    Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

    Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

    Additional Details

    Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (~~~) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

    Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

    *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 (~~~) for additional information.

    HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

    New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

    Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

    Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader.     Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
