    JOB SUMMARY: The Project Manager, Forward Planning will be the liaison during the entitlement process between KB Home and Governmental Agencies as well as all departments in the Division. The position will be responsible for managing and processing all development plans for new communities. This position works alongside the Land Acquisition Team to meet the Division's business strategies. The Project Manager, Forward Planning will manage several projects which encompass varying levels of intense complexity.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Land Acquisition

    • Assist in feasibilities for new land acquisition as directed for Entitlement Opportunities

    Entitlements

    • Attend and Lead discussions with Council members and Political leaders, participate in various local, state, and federal agencies, including City Council Meetings, Planning Commission, Public Outreach Events.

    • Manage the Entitlement process for the following:

    • Preliminary Landscape plans (model, production, parks, and other public amenities)

    • Architectural Plans

    • Work with Consultants needed for EIR or Mitigated Negative Deck submittals.

    • Plot Plans designed for the best residual and land plan accommodating Traffic flow, parking, trash, and recreation.

    • Encroachment Permits, Environmental Permits, Building Permits, CEQA management with Legal. Lobbying skills.

    • Planned Development, Rezoning, Tentative Map, Development Agreements, Design Review, General Plan Amendments, LAFCO, CFD Formation, LMD Annexations, and Variances

    • Process & obtain approval of Environmental Impact Reports (EIR) and Mitigated Negative Declarations

    • Agency Agreements (Affordable Housing, Subdivision Improvement, Development, Reimbursement)

    • Lot-line adjustments, Easements, Permission to grade and Tentative map conditions management for ease of building.

    Project Management

    • Contract and manage teams of consultants (which may include civil engineers, landscape architects, land use attorneys, dry utility consultants,DRE consultants, title companies, biologists,KBA, andCFD consultants and lobbyists) on issues such as:

    • TM map draft condition negotiation

    • Creating and maintaining budgets

    • Managing meetings, reports, and expectations as required for KB Home senior management.

    Internal Coordination

    • Provide community updates in processing for Land Committee.

    • Provide support for construction with public agencies, inspectors, consultants, and contractors

    EDUCATION/EXPERIENCE/MINIMUM REQUIREMENTS:

    Education/Certifications/Licenses

    • Bachelor's Degree required (Civil Engineering, Urban Planning, Architecture, Construction Management or similar discipline or experience)

    Experience

    • 5+ years of Entitlement processing residential developments in San Diego and or Orange County and or Los Angeles County.

    Knowledge, Skills & Abilities

    • Proven ability to manage multiple priorities in efficient and accurate manner

    • Solid understanding of CEQA, Environmental Documents and City or County processing.

    • A complete understanding of fundamental Real Estate and Urban planning concepts

    • Consistently shows attention to detail

    • Exceptional communication skills both written and verbal and Professional Speaking experience in front of public groups such as Planning Commissions and or City or County Boards.

    • Proven ability to multi-task and complete tasks within a scheduled timeframe

    • Strong computer skills are a necessity.

    Work Requirements

    • Must work 8-hour days (during core business hours) with flexibility for longer hours as needed

    • Must conduct business in a professional and ethical manner to trade partners, vendors, government officials, external business associates and KB colleagues to reinforce goodwill and profitability for the company.

    • Must be able to travel locally to various municipalities in San Diego, Orange County and Long Beach., businesses, project/construction sites, etc.

    COMPENSATION AND BENEFITS:

    • Base Salary: the expected base salary range for this position is $100,000-140,000 per year depending on experience, paid semi-monthly.

    • Bonus: this position is eligible for a quarterly bonus
