    ICF's Disaster Management team is currently seeking a Senior Project Monitor (Inspector) in Photovoltaic and Battery Storage Systems monitoring and field inspection to join our team in Puerto Rico for the review of quotation and installation of solar panels on housing units, utilizing HUD's CDBG-MIT funds. This is a full-time benefits-eligible position located onsite in our office space in Cupey, Puerto Rico.

    This Senior Project Monitor/Inspector position will perform quality assurance inspection services and reporting of residential solar and battery storage system installations to ensure compliance with program's procedures and policies.

    What you will be doing

    • Review Incentive Disbursement Claim forms, along with their related documentation, prior to scheduling site monitoring visits, for completeness and compliance with Program(s) requirement and decide if whether the applicant's PVS and/or BSS is ready for the site monitoring visit.

    • Conducting site monitoring visits on participating properties to check for the compliance with the Reserve Grant Agreement terms and conditions and assess if the installed PVS and/or BSS are in accordance with requirements.

    • Create detailed reports about visit findings and provide these to the applicant and PRDOH. This report should include descriptions of the installed PVS and/or BSS, extensive photos, diagrams of property structures, observations notes and brief narrative of the overall assessment of the project's compliance. Also, it should provide a description of the installed measures, defects, and recommendations for rectification.

    • Any other tasks necessary to successfully move applications from intake to administrative closeout.

    Must Have Qualifications: (Include in resume)

    • Bachelor's degree in engineering, architecture or closely related field.

    • 5+ years of experience performing similar inspections/monitoring OR 9+ years as an Electrician with certification (Perito Electricista Colegiado: El Certificado de Instalación Eléctrica) with in-depth knowledge in PV systems and Battery backup, or a competent professional with the Renewable Solar Energy Installer (Photovoltaic) Certificate from the Public Energy Policy Program (PEPP) under the Department of Economic Development and Commerce (DDEC)

    • 1+ years working knowledge of reading plans, specifications, and product manufacturers' installation instructions.

    • 1+ years knowledge of applicable codes, standards, and practices for the PVS and BSS installation.

    • Ability to travel within the island. Must have valid driver's license, successfully pass a Motor Vehicle Records (MVR) and have reliable transportation.

    • Bilingual in English and Spanish.

    Preferred Skills/Experience: (Include in resume, may set candidates apart)

    • Ability to confirm GPS coordinates

    • Ability to effectively prioritize and manage multiple tasks to meet aggressive deadlines

    • 1+ years as a licensed electrician preferred (known in Spanish as "Perito Electricista Colegiado")

    • Ability to work both independently and in a team-oriented, collaborative environment

    • Ability to produce quality work products with attention to detail

    • Commitment to establish and adhere to assigned work schedule.

    • Pleasant attitude for communicating with homeowners

    • Strong written and oral communication skills

    Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

    $58,430.00 - $99,331.00
