  • Work entails managing the Boston Regional Intelligence Center's (BRIC) analytic technology portfolio, including ongoing investments in link and network analysis technologies, geospatial information systems (GIS), advanced database search tools and algorithms, SQL reporting, and other technical tools. This includes leading a small team of developers and database architects. This position will interface with external vendors to ensure the BRIC's analytic technology requirements are being met effectively while ensuring top value for all technology investments. This position will also provide advice and support to the Director regarding cutting edge, emerging technologies, including Artificial Intelligence, advanced business analytics, and emerging data visualization techniques.

    This position demands exceptional analytical skills; substantial attention to detail; strong writing, briefing and communication skills; proactive work ethic; knowledge of database structure, data analysis tools; strong information coordination skills; and the capability to collaborate in a team environment. Expert competency navigating the Internet and a high level of fluency with emerging technologies.

    Responsibilities include

    • Managing ongoing technology development and maintenance projects with particular focus on advanced network analysis technologies and GIS.

    • Working with BRIC Analysts to determine gaps and deficiencies in current technology deployments and seeking new solutions to fill those through future investments.

    • Oversight of the BRIC's technology development staff, including database architects and software developers.

    • Providing strategic advice and awareness to BRIC leadership on emerging technologies.

    • Assisting with ensuring that all analytic technologies are in compliance with law, policy, and regulatory requirements.

    • Researching various documents, reports, raw data, and internet-based material, applying structure analytic techniques, and summarizing results for inclusion in assessments, reports, and presentations.

    • Utilizing various software technologies, to include email, word processing, spreadsheet, database, and presentation programs; as well as geospatial analysis, social network analysis, and link analysis platforms.

    • Communicating, coordinating, building relationships and collaborating with internal colleagues and external professional partners, including technology vendors.

    • Complying with all appropriate federal, state, and local legal, policy, and regulatory requirements as they pertain to criminal intelligence, law enforcement data access, and data sharing, and applying sound professional judgment to ensure the protection of privacy, civil rights, and civil liberties.

    • Utilizing analytic software with minimum training, writing, and reviewing analytic reports/assessments with minimum guidance

    Required

    • Significant project management expertise, in particular on analytic technology projects

    • Expertise in advanced technology developments

    • Extensive understanding of privacy, civil rights, and civil liberties issues as they pertain to the intelligence cycle within local law enforcement and an intelligence fusion center environment; in particular 28 CRF Part 23

    • Ability to work well within a team environment

    • Ability to maintain focus under pressure

    • Analytic experience within a local, state, or federal law enforcement agency and/or state/major urban area fusion center

    • Subject matter expertise in various analytic technology disciplines including link / network analysis, geospatial information systems, and open-source analytic technologies

    • Strong writing and briefing skills; including experience briefing senior-level decision makers

    • Experience writing and reviewing intelligence assessments for intelligence community or law enforcement consumers

    • Experience managing the technology development lifecycle

    • Minimum Education: Bachelor's Degree of Art or Science Minimum/General Experience: Six (6) years with a Bachelor's degree or Four (4) years with a Master's degree

    **Candidates are required to pass a background check, to include a drug test, with the Boston Police Department as a condition of employment and must be able to obtain and maintain a national security clearance at the Top Secret level.

    The BRIC is staffed and managed by the Boston Police Department's Bureau of Intelligence & Analysis. As a major urban area fusion center, the mission of the BRIC is to collect, evaluate, analyze, and disseminate information and intelligence data regarding criminal and terrorist activity in the Metro Boston Region while protecting privacy, civil rights, civil liberties, and other protected interests.
