Technical Project Manager 2

What You Will Do

Be part of a winning team of like-minded individuals at the Los Alamos National Laboratory to help solve national security challenges through scientific excellence. As a Technical Project Manager 2, you will work in the Pit Technologies Division and report directly to the PT-6 (Technical Support) Group Leader. You will provide leadership to a diverse set of programmatic activities encompassing manufacturing and surveillance programs. You will be responsible for supporting a programmatic portfolio including definition and establishment of project deliverables with the Program Manager, definition of project technical requirements, status of deliverables, and interface with technical and support organizations. As a Technical Project Manager 2 you will be the primary interface between program and line management for a particular programmatic area. You will establish milestones based on customer technical requirements and help develop work packages with input from programmatic and line organizations.

The selected applicant shall have experience in developing, operating, and tracking financial plans. Working knowledge of project budgets including cost estimating, cost control and cost analysis, project scheduling, implementation of corrective actions, developing and delivering detailed and accurate status reports. Knowledge of and experience with engineering functions and principles required to understand and successfully implement and monitor technical projects is required. Experience with Earned Value Management System (EVMS) tools and processes is a great advantage .

As a Technical Project Manager 2, you will ensure that project objectives meet the Production Agency's scope requirements and are safely fulfilled within cost and schedule constraints. The Technical Project Manager 2 will be responsible and accountable for project success and will be responsible for reporting project status to the Group Leader. The TPM-2 will be expected to identify risks associated with project execution and manage those risks to best meet the needs of the customers and the Laboratory's overall mission requirements. The Technical Project Manager 2 will be required to assume responsibility and accountability for project success and report project status to upper-level management regularly. The TPM-2 will be expected to identify risks associated with project execution on complex projects and manage those risks to best meet the needs of the customers and the Laboratory's overall mission requirements.

The TPM-2 will be assigned to the production planning team within PT-6 and delegated to one of the production line organizations (PT-1 through PT-4). The TPM will be a valuable resource to the Group Leader of the assigned production area. In addition to the Work Package management duties, the TPM-2 will be expected to learn the flow-sheet and coordinate resources and operational activities. They will provide the direct daily planning function for these groups. Recent TPM-2 hires have brought considerable analytical and computer skills that have been a valuable contribution to manufacturing systems development.

What You Need

Minimum Job Requirements:

Work Package Development: The Technical Project Manager 2s within PT are responsible for working with other organizations to develop Work Packages that define scope, schedule, and budget for their assigned area of support. The POP, deliverables, milestones, risks, opportunities, materials, and travel are documented and analyzed to create budget projections for the following fiscal year. The TPM-2 will be assigned the role of Work Package Manager to create, negotiate, drive, and track the Work Package to its successful completion.

Project Management : Demonstrated knowledge and experience in all aspects of project management is required. The candidate should have experience in overseeing and managing budgets for the assigned area of responsibility. The candidate shall have experience and be proficient in project control activities. Awareness of the project life cycle and the factors that can influence and affect project execution shall be understood. The applicant should have 2-3 years of experience initiating, planning, executing, monitoring, and closing projects. The ability to develop a project Charter, define scope, and create the Work Breakdown Structure should be within the experience of the applicant. The TPM-2 shall be proficient in estimating activities, durations, and resources and in developing loaded schedules. The candidate should have experience interfacing with key stakeholders and negotiating resources to accomplish the deliverables of the project on time and within budget.

Knowledge and Skills: The candidate should be technically proficient, with a good understanding of the scientific method and engineering best practices. Previous work in a R&D or manufacturing environment will be considered a plus. Data analysis experience and the ability to compose technical documents is also required.

Communication: Skilled in oral and written communication as well as applying team building concepts.

Education/Experience: The position requires a Bachelor's Degree in a STEM field from an accredited institution and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. A Project Management Institute certification is preferred for this level.

Desired Qualifications:

• Several years of experience in documenting scope, planning, and budgeting projects.

• Experience working with the Department of Energy (DOE) at headquarters and/or field office level, or with state and federal regulators.

• Experience reporting to and communicating with multiple supervisory organizations.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (~~~) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 (~~~) for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
